Little rods
I've used a 6' 2 wt. St Croix Imperial for a few years. It's a marginal 2 wt. and is happy with a 1 wt. line. Use a tiny reel and this is about as light as it gets.
RDP's light rods are very good...

I'd go with Simms boots.
I also have a pair of Korkers that I have no complaints about as long as I use the felt soles. The rubber soles are worthless, dangerous even, in my opinion.

Plum Island is good everywhere from what I've heard.

I'm in the 'as heavy as you can get away with' camp.
Heavier tippet makes it easier to land and release fish quickly.
I'll use really light tippet if that's the only thing that works, but only then.

I love fishing in the rain.
In the mountains watch for lots of water suddenly, and thunder/lightning.
Any type of fly seems to work, not just nymphs.

I you have or can borrow a 10 wt. line, give that a try.
I have a 9' 9 wt. VPS, which a lot of people say is really an RPL with cheaper fittings. It is quite happy with a 10 wt. line.

It's like that in a lot of places right now as F&G finishes up its stocking program.
