Are there any ramps in the harbor that are open for non residents?

The ramp in Hampton is state run and is open to everybody(unless they changed the law over the winter which is doubtful cuz it creates revinue). If you plan on using it much you might want to check on a season pass. If you use the ramp more than 10 times in a season it's worth it. If you don't have a pass I think the fee is $12. Once the season gets rolling the ramp does get busy but it is wide enough for two vehicles at a time, unless there is someone who doesn't know what they are doing.

Do you park across the street at the park?

The boat ramp is on the west side of rt.1a across the street from the campground and you park in the lot where the ramp is. If you want some company some time I could show you some good spots around the marsh, the harbor, and just offshore. I've been fishing Hampton for years and know it pretty well. If you are interested in fishing the Piscataqua I can show you some hot spots there as well as in the bay.
