It's the law - part of Magnusen-Stevenson Act renewal. Only thing can preclude it is if State enacts a SW license before then.
Hopefully you won't need one for every state you fish in.

From what I have read the fed license money goes into a general fund. If the states enact their own, they can do what they want.

"States have a strong incentive to adopt licenses,” said Balsiger. “Any fee that a state collects through a license can be used for restoration and fishery management in the state. By law, the registry fee taken by NOAA will offset the cost of issuing the registration. It can not be specifically directed to fisheries management.”"

ahaha that is a joke, pretty soon your going to need a license for anything you do. that money would not go towards anything positive thats for sure.
