Growing up in Goffstown and Pinardville fishing the Piscataquag river, we used to toss out bread balls on a #4 hook.
It wasn't uncommon to catch 3ft. plus carp. I'm not sure what would work for fly tackle though. They are not particularly aggressive feeders in my experience.

I used to fly fish for carp quite a bit while out west and our usual plan (from a boat) was to toss some potato chips on the water near a school to act as chum and keep them in the area. Phase 2 of the plan was to shred an egg patterned fly to really fluff and frizz it out, then cover it in gink so it will float (carpet fibers, mixed with z-lon or cdc will also work, anything that floats and looks like a mess will actually work), toss the fly near the chips and hold on. In my experience carp typically make 3 good runs and can dive quite deep. I'm not sure on the size of our local carp but we used some pretty heavy gear for 30+ lb fish ( I think I still have a 12wt kicking around from those trips, but it is/was totally unnecessary) Be ready and have fun!
